Manfred Otto Ruge (* 7. Oktober 1945 in Erfurt) ist ein deutscher Kommunalpolitiker (CDU) und war von Mai 1990 bis zum Jahr 2006 Oberbürgermeister der thüringischen Landeshauptstadt Erfurt.
