I have a Dell laptop G16 7630 with Ubuntu 22.04 by default. I would like to know if it's recommended to upgrade to 24.04 or if it's better to wait when it gets the official certificate of Canonical.

The official certificate is not going to change anything significant, and most likely this laptop is already well-supported in 24.04 if it already works with 22.04.
However, 22.04 will receive security updates until June 2027, so you don't really need to upgrade till then as long as the current setup works for you, unless you need a later version of a particular software which is available on 24.04 but not on 22.04.
