Der Schura-Rat war das Oberhaus im ägyptischen Zwei-Kammer-System. Wie alle Wahlen in der fast zwanzigjährigen Herrschaftszeit Präsident Muhammad Husni Mubaraks waren diese Wahlen weder fair noch frei; sie gelten als Scheinwahlen. Internationale Wahlbeobachter waren nicht zugelassen.
